THE PROBLEM: Larger tsunamis kill by propelling victims through construction debris full of nails and roofing tin edges and glass until they drown after losing too much blood from perforation wounds. THE SOLUTION: Create affordable shelters that have a civic function in normal times, yet when structurally sollicited by powerful flow can simply detach and trail inland safely, sometimes back out to sea again, giving the escapees a chance to save other victims that are always found in a powerful inland surge.
